Poverty and disability are in many cases inextricably linked. The lack of access to decent employment, the higher costs of living, the opportunity costs of caring for those with disabilities - all of these factors combine to make families of people with disabilities highly disadvantaged.

CABDICO supports Self-Help Groups in starting and maintaining savings banks, as well as providing micro-loans and resources necessary for the development of small businesses. This means that families are better equipped to provide for the financial needs of their children with disabilities. Apart from looking after their health and wellbeing, they can afford to send them to school and give them the chance to interact with their non-disabled peers. Recently, when the houses of 2 group members were destroyed by a storm in Kep, a Self-Help group donated some of their saved interest to help the members rebuild their homes.

50% of Self-Help Group members have taken a loan to start small businesses in the last four years.

Having initially begun projects only in Siem Reap and Banteay Meanchey in 2006, Kep Provincial Authorities approached CABDICO to offer services in 2010. The Self-Help Groups in Kep have been particularly successful, with group members beginning businesses in a variety of areas, including handicraft, fishing, selling cakes, moto repair, bicycle repair and coffee shops.
